Use DBus netplan interface to re-start network services after setting
NetworkManager as the default renderer.

To test the change, switch the default renderer on a UC18 system:

snap set network-manager defaultrenderer=true Atlas ti 8 4 24.

'networkctl' should show now that all devices are in 'unmanaged' state. This will not work on UC16 systems due to a bug in netplan. See https://bugs.launchpad.net/ubuntu/+source/netplan.io/+bug/1855876.

Disable resolvconf support

This is broken with DNS plugins other than 'dnsmasq' -- it still writes
127.0.1.1 into resolvconf as a nameserver, but this does not exist any more and
will also shadow resolved's stub server on 127.0.0.53.

This ought to be fixed more properly in the future.
